NTA… yet. But here’s my advice: learn to interpret others’ behavior charitably for their sake, the way you would prefer that they might for yours, and you will live a much happier life.
For example, I assume everything you said is 100% fact. You said “this little family” just moved in, meaning in the middle of the school year. Have you considered they might be running out their old lease in a different school district; i.e., for the sake of a kid?
This is just one of many equally reasonable explanations that I would entertain before giving myself over to intrusive thoughts of resentment over this perceived, potential injustice.
Even if you can’t think of any reasonable explanation, or know for a fact that this is their actual plan, are you committed to diligently documenting the 183 days of absence needed to guarantee their comeuppance?
Or is it enough to extrapolate that they don’t intend to fulfill their principal residence obligation by end of year to indulge in this righteous indignation?
And finally, assuming these questions are easy and you’ve confidently sailed past each and every one of them, how do you imagine it will feel, in hindsight, having been the karmic force of justice in “this little family’s” life?
Will you be happy that you were the reason they learned their lesson? After all, next time they will think twice before attempting to cheat the system. Surely that would be satisfying. What’s more, they will know it was one of their new neighbors who reported them, and they will remember that forever. It could even be you specifically they think of, if you wished. Would you though?
You have enumerated every reason I turned here to talk about this and get it off my chest so I don’t act in real life. I’m just venting a bit here before I let go.

Why do you think the IRS care about the type of mortgage a person gets?
Maybe you found out somehow, but do you actually know they got a first timer mortgage? Do they own another place? Or are they renting during the week? What does it mean to pretend being a resident? If they already have the mortgage they don’t need to keep up appearances. What makes you think they’re going to rent the place out?
As written, there are a lot of assumptions in your post. It’s possible you have ways of knowing their intentions and that they committed fraud in some way, but based on what you’ve said it’s also possible you made up a story that’s not really based in reality and you’re mad at it.
Might be people coming on the weekend to prepare the place for moving in. Or they live there and are night shift workers and sleep during most of the day.

They’re committing mortgage fraud to get a rental property that should technically be a first-time-buyer subsidized home. That’s pretty scuzzy in itself.
I have rented many properties in my life and how the owner financed the property has ad zero impact on my experience as a renter.
You are inventing something to get outraged about as is the OP.
You know, I’ve rented a great many properties myself - I even ran the student housing assistance desk for a while while in my undergrad. In absolutely none of the rental arrangements I helped with or myself engaged in have I been given the details of my landlord’s financial situation.
However I do feel safe in concluding that someone comitting a morally objectionable crime in order to secure a rental property will have a vested interest in not engaging in things that might require financial disclosure - things like maintenance companies, inspections, renters insurance…
What you and the OP are getting hung up on is the definition of a first time buyer.
How does the lending institution or program that offers that service define the eligibility?
Qualifying for that probably doesn’t equate to committing a “morally objectionable crime” that you are getting worked up about.

They will not care.
What if you report them, they know it was you and nothing ends up happening? How would you feel then?

No. Sorry. In this area first time buyer status is awarded under the condition that a purchase is not an investment. Residency is determined by calculating the percentage of the year over 50% that the family resides in the property. Weekends alone don’t come close.

Qualifying for a mortgage under false pretenses is fraud. There are different rules and rates for someone intending to buy a property as investment vs a secondary home vs a primary residence.
For first time homebuyer programs, there’s often a budget for those credits, so it’s very likely that whatever benefit they got was denied to someone else due to spending the entire budget.
Well how long have they been doing this? Sometimes when people are doing heavy duty renovations to their home they’ll stay somewhere else until it’s done :o
