I think there is a nuance between being designed to do sobering and being so badly designed that it does something. I don’t think it was intentional for the system to hoard wealth among few people. I think the desire was to have open competition among many. However it’s so poorly designed, implemented, corrupted, etc… that wealth hoarding becomes the inevitable outcome.
