If a particular section of water has a much higher density of sharks than usual, that fits the definition of “infested”
The usual is an average that is far lower than the well functioning ecosystem it was before we boiled the water and stole all the fish.
I think this is more of a modern “the environment is fucked” viewpoint, where people need reminding that nature has a right to be there, and when a predator is bountiful and has a healthy ecosystem, it’s a great sign for that area.
Back in the day when nature was just the default, we would fear shark infested water, or bears, wolves, etc. people were terrified of wolves. They ate humans. It was scary shit.
Now we’re super excited when an area has a healthy wolf habitat going for it.
