I don’t think the first shot was aimed at the head, but at the upper body area, while multiple people were wrestling him down. There was no need for usage of lethal force in any of this.

They don’t learn when you need lethal force or when you don’t. They learn how you aim a gun and that you have immunity while you are doing your job.
