The primary function of quotation marks, especially in journalism is to quote people, i.e. indicate when something is exactly as said by others. In news reporting, the convention is to only report facts like title and profession directly, and what people say. Things like qualitative characteristics and moral judgments are almost always a quote from someone else, because it’s the news reporter’s job to limit their own subjective voice in the report, and to report other people’s voices.
