It literally does exactly that. It loads a console-like UI in Steam to select Games and doesn’t load heavy stuff like a browser or desktop. Unless you want to boot that stuff up.
Are you seriously comparing a full-blown linux distro with a gaming app preinstalled; to cartridge-era no OS consoles and CD-era BIOS-only consoles AND calling them exactly the same thing because they both have
