A) That’s your gas block, without it you have a bolt action.
B) That’s what the pic riser is for.
C) yes you could replace the FSB with a modern gas block, but the barrel has been drilled for the FSB and I’d recommend changing the barrel too if you’re gonna do all that, and you’d wanna swap to a free float since the FSB also is part of what retains clamshells, so might as well throw the scope on a riser and call it a day. Might even be 1/3rd co-witness actually.
I see nothing wrong with this setup, personally.
