I think it more has to do with the fact that the US borders them and a particularly rabid set of rulers is currently at the wheel.
Frankly I don’t blame Mexico for capitulating to the US from the position they’re in. Its an unenviable situation, being neighbors with the imperial hedgomon currently announcing the revival of a policy which declares they have sovereignty over your decisions.
It’s extremely unfortunate, hence my apology.
