More good than bad, not perfect - I think the USSR’s system had some serious fundamental flaws that were left to fester, especially during the Revisionist era starting with Kruschev.
But even Kruschev was not evil. He was a somewhat misguided Communist who was doing his best to manage a Socialist state the way he knew how and thought best, just as every other leader of the USSR (including both Stalin and Gorbachev) was.
