    Does it matter? It gives the US an opportunity to use this agreement in the future if anything goes against their ‘legal’ agreement. 20 years from now is a generation away, and gives so much runway to the US that if Venezuela does ‘regain sovereignty’ and tries to ‘take control’ of what the US thinks are now their resources.

      I mean they kicked out the US once before, and so has Nicaragua. The US is now weaker than ever as well, and could potentially implode internally the way things are going. In 20 years there might not be any US to worry about.
