They would have probably gone with the status quo.

Empty promises to grow the middle class, supported Ukraine and not started a new war with Iran, and kept their corruption at a sustainable level… you know, to keep having a cow to milk rather than slaughtering it for the one-time bonanza.

Probably no mass deportation or concentration camps or thousands of people disappeared into deportation gulags and (likely) mass graves in some country where nobody will find them.
