You do realize that IT admins have no control over the business software environment, right? They get hired to maintain it, they do not have purchasing authority.

Actually, they already make the OS that most everyone wants. The LTSC version of Windows 10 and 11 are both eminently usable. They just don’t sell it to anyone unless you have an enterprise account and buy the keys in bulk.
I call it “breakglass powers”. For most it’s probably known as “the things I’d do on the last day of my job”. Things you can do once and then never again.
You are underestimating the cost of switching a business’s infrastructure from one system to another. For an organization with 10,000+ staff, this is extremely prohibitive. The time and effort required for retraining alone makes this a non-starter.
No, but at that scale you already should have converted your Windows servers to VMs and then it just becomes a question of which applications are portable now and which ones only need you to talk to your vendors about future Linux support. For the internal applications, you should have a Disaster Recovery program that can be used to get the source code centralized into a set of git repositories and a single developer would be able to transition them to becoming more portable and “more compatible with future standards” to help the business avoid future maintenance problems and potentially temporarily losing access to them if an upstream vendor were to make a breaking change.

I am at a high enough position in my company that I could literally force everyone to transition to Mac or Linux.
They would not be able to stop me from doing that short of firing me.

Just estimated support costs alone are enough to move any business.
Set future standards and start moving towards that direction and pay people to do the work.
