They’re doing this shit where I live too, except it’s making sure you’re exposed to the elements as much as possible as a way of “discouraging” people from using transit stops for shelter. They didn’t want people using them as shelters from our brutal winters so they made sure no one can stay warm while they wait, problem solved!
Ok so the estimate for number of people sleeping on the streets or subways every night is around 4,140 from a federally mandated survey from July of this year
