According to a report from the Electronic Intifada, Colombian President Gustavo Petro’s call at the UN General Assembly on 23 September for international action to protect Palestinians, invoking the 1950 “Uniting for Peace” resolution, has been effectively sidelined.
Designed to bypass Security Council deadlocks when permanent members wield veto power, the resolution could have enabled a multinational protection force for Gaza and the occupied West Bank. However, the UN Security Council’s approval of the US-backed ceasefire and establishment of a foreign-controlled Board of Peace (UN Resolution 2803) has preempted such efforts, leaving Palestinians excluded from shaping Gaza’s future.
The US resolution, passed with 13 votes in favor and two abstentions, deploys an International Stabilization Force in coordination with Egypt and Israel, while ignoring the West Bank, where over 1,000 Palestinians have been killed since October 2023. Critics, including former UN officials and human rights experts, told the Electronic Intifada that the move is a “colonial outrage” and a mechanism that places Gaza under foreign oversight, undermining Palestinian self-determination and rewarding Israel and its principal supporter with control over the supposed peace process.
Calls for international protection and the adoption of Uniting for Peace continue, with advocates arguing that political will remains the decisive factor. Observers cited by the Electronic Intifada warn that the US plan, which demands Hamas demilitarization and the imposition of an international guardianship over Gaza, fails to address the root causes of the conflict and risks collapsing, while Palestinians remain vulnerable to continued violations of the ceasefire and systemic marginalization.
