The bill foresees certain annual recruitment targets for the new voluntary scheme: rising from 20,000 in 2026 to 38,000 in 2030.
If these numbers are not achieved, the government could opt instead to reinstate conscription, subject to parliamentary approval, according to the latest draft of the bill.
Already the current bill contains some mandatory elements, with all young men required to fill an online questionnaire regarding their willingness and abilities for military service after turning 18, to gain a better overview of the potentially available personnel.
It is laughable. They send round a form that young man of 18 have to fill out.
There is an existing legal structure for conscription in Germany, which is currently in hiatus. But that is from the 1960s, and as outdated as a law can be. For example, it applies only to men. And it is military conscription first, and any alternative service far second.
This needs a complete overhaul, making it gender- and service neutral. But that would need a 66% majority in Parlament, which is currently rather unrealistic.
Apart from that, the Bundeswehr would not have the capacity to house, train, and equip the amount of recruits that they would get under the original law, as they have reduced about everything in the last decades that would be necessary for that.
